Patron Code of Conduct

Purpose
Teton County / Jackson Parks & Recreation Department is committed to providing fun, safe, and welcoming facilities, programs, and services for all community members. The Teton County/Jackson Recreation Center is located at 220 N King St., Jackson, Wyoming, and is operated by the Teton County/Jackson Parks and Recreation Department. These rules are promulgated pursuant to the authority of the Teton County/Jackson Parks and Recreation Board. To ensure a positive environment, all patrons, guests, and participants are expected to follow this Patron Code of Conduct at all times.
Section I: General Expectations
1.1 Treat staff and fellow patrons with courtesy and respect.
1.2 Follow all posted facility rules and staff instructions.
1.3 Follow all program policies and procedures as outlined in programming materials.
1.4 Use facilities and equipment in a safe and responsible manner, as well as in the manner of their intended use.
1.5 Respect the rights of others to enjoy recreation programs free from disruption, intimidation, or harassment.
1.6 Observe all state and local policies, laws, and regulations at all times.
1.7 Failure to maintain proper conduct will result in department staff refusing service, denying entry, or removal.
Section II: Prohibited Conduct
2.1 Abusive, threatening, harassing, or discriminatory language or behavior.
2.2 Violence, fighting, or unsafe conduct.
2.3 Vandalism, theft, or destruction of property, including, but not limited to, the facility, grounds, furnishings, and fixtures.
2.4 Use or possession of alcohol, tobacco, marijuana, vaping devices, or illegal drugs in the facilities or on the grounds.
2.5 Indecent exposure, sexual misconduct, or inappropriate dress.
2.6 Disruptive behavior, including obscene language or gestures, loitering, stalking, or refusing to follow staff instructions.
2.7 Unauthorized commercial activity, including commercial solicitation or distribution of commercial materials.
Section III: Dress and Attire
3.1 Shirts, shorts/pants, and shoes are required in all areas of the facility (except locker rooms and aquatic areas). Specific attire may be required in specific facility areas or programs.
3.2 Proper swim attire is required in pools.
3.3 Clothing with offensive, discriminatory, or obscene graphics or language is prohibited.
Section IV: Failure to Comply
4.1 Loss of Privileges
Failure to follow this Code of Conduct, facility rules, or staff instructions may result in:
- Verbal Warning – Staff will explain the violation and expected corrective action.
- Immediate Removal – Patron may be asked to leave for the remainder of the day.
- Suspension – Loss of access for a defined period (e.g., 1 day to 6 months).
- Permanent Revocation – For serious or repeated violations, including violence, threats, or illegal activity.
4.2 Refund Policy
4.2.1 Memberships, passes, daily admissions, and program fees are non-refundable if access is suspended or revoked due to violations of this policy.
4.2.2 Future program registrations may be canceled without refund if participation is no longer permitted.
4.2.3 Exceptions may be made only in cases of administrative error or extraordinary circumstances, at the discretion of the Director (or designee).
4.3 Notice and Appeal
4.3.1 Patrons subject to suspension or revocation will receive written notice stating the reason and duration.
4.3.2 Patrons may submit a written appeal to the Parks & Recreation Director within 10 business days. The Director’s decision is final.
